Himachal Pradesh’s New Regulation for Shopkeepers

Following the recent implementation in Uttar Pradesh, the Himachal Pradesh government has issued a directive requiring shopkeepers across the state to prominently display their identity cards in their establishments. This decision was announced by Vikramaditya Singh, the Public Works and Urban Development Minister, who emphasized the need for transparency and security amidst concerns raised by local residents regarding the rising number of migrants in the region.

Purpose of the Identity Card Mandate

Vikramaditya Singh stated on September 25 that the mandate was established due to local apprehensions about the increasing migrant population in Himachal Pradesh. “We decided that every street vendor must display identity cards issued by the ‘Street Vendor’ Committee, drawing inspiration from the recent regulations set by Uttar Pradesh,” he explained.

Hygiene and Quality Checks

   

In addition to the identity display requirement, the Food Supply Department of Himachal Pradesh will oversee the hygiene and quality standards of goods sold by street vendors, focusing particularly on food items. To enforce these regulations, a seven-member committee, led by Industry Minister Harsh Vardhan Chauhan, has been established to formulate a policy governing street vendors, which aligns with the legislative actions taken in the assembly.

Maintaining Peace and Security

In light of recent incidents that have raised safety concerns, Minister Vikramaditya Singh reiterated that it is the government’s duty to ensure peace and harmony in Himachal Pradesh. He acknowledged the need for town vending committees to be established periodically, highlighting the state’s responsibility to maintain internal security while welcoming those who come for employment opportunities. “We are committed to monitoring security and cleanliness issues in our cities,” he stated, acknowledging that both the ruling party and the opposition are involved in finding comprehensive solutions for the street vendors.

Similar Measures in Uttar Pradesh

In a similar vein, the Uttar Pradesh government mandated that all food shops display the full names and addresses of operators, owners, and employees to enhance consumer protection. Chief Minister Yogi Adityanath’s order follows several concerning reports of unsanitary practices in food preparation, including incidents of food contamination. Under the new guidelines, restaurant staff are required to wear masks and gloves, and the installation of CCTV cameras in food establishments will become compulsory.

Investigating Food Safety Violations

In light of serious food safety violations that have recently surfaced, including incidents of mixing urine in drinks and spitting in food, the Chief Minister has instructed a thorough inspection of all eateries, dhabas, and restaurants throughout the state. This initiative aims to ensure stringent verification processes for all employees and operations within the food sector, reinforcing the commitment to public health and safety.
